CERTIFICATE OF CONFORMITY FOR FOOD PRODUCTS
- Application by submitting Request for certification (RFC) form
- Food Products Registration
- Factory Audit
- Assessment of the product for testing parameters
- Pre-shipment inspection, sampling and testing
- Technical review of all documents and reports

● Conduct Factory Audit at the Food Manufacturing Unit to ensure compliance with standards.
● Perform thorough physical examinations of containers to assess their condition and cleanliness.
● Collect samples from each shipment container, following specific product standards and Qatar MOPH requirements.
● Execute sampling for testing based on the risk associated with the product category, with batch-wise testing being obligatory for all consignments.
● Document detailed batch information, including production, expiry dates, within the inspection report.
● Deliver samples to clients for testing at an ISO/IEC 17025 accredited laboratory.
● Upon receipt of satisfactory test results, supervise container loading to ensure only batches examined during the initial inspection are loaded, and subsequently seal the container.
● Issue a Certificate of Conformity(CoC),comprising: Comprehensive reference and traceability to samples drawn for testing (sample reference number & Seal numbers for each container)
Specific Requirements:
- All food products should have Labeling requirements as per updated requirements of
GSO9-2013.
● Detailed Mandatory and Essential Marking requirements as per product category should be available on specific food products.
● Shelf-life requirements of food products shall be as per regulationGSO150-2:2013
● All the Food Products Shipments adhere to Quality Analysis, Microbiological Testing limit as per GSO 1016/2015.
● The Maximum Permissible Limit for Pesticide ResiduesshouldbeasperGSO382-2021.
The exporter shall furnish TUVAUSTRIA India with the following documentation:
- Request for Certification (RFC) along with a Declaration of Conformity.
● Commercial Invoice detailing the transaction.
● Essential documents including an Ingredient list with concentrations, Certificate of Analysis/Test report (batch-wise),product labels/artworks and a Hygiene
certificate.
● Qatar Ministry of Public Health(MOPH-FSD) Registration number for the product.
● Test reports exclusively from ISO/IEC 17025 accredited laboratories.
● Corporate Quality Management System documents such as ISO9001, ISO22000,GoodManufacturing Practice (GMP), Hazard Analysis Critical Control
Points(HACCP),or any similar certifications.
● Halal Certificate from accredited bodies, where applicable.
● Slaughter Certificate from recognized bodies, where applicable.
● Certificate of Origin, where applicable.
● Health Certificate, where applicable.
● Establishment Registration with Qatar MOPH.
Saudi Food & Drug Authority (SFDA) – Conformity Assessment Scheme
TÜV AUSTRIA is an approved Notified body under SFDA Food COC program. The Pre Shipment Verification of Conformity program requires that regulated product imports are verified for compliance in the country of export before entering Saudi Arabia. A Certificate of Conformity (CoC) is issued by TÜV Austria if the products are found compliant after verification of documents, physical inspection and testing as per SFDA guide of technical regulations. The CoC is used at various Saudi Arabian customs points to clear the shipment
SASO, SABER, Certificate of Conformity (COC)
The Saudi Standards, Metrology and Quality Organization (SASO) has announced some changes on the Conformity Assessment rules for exports to the Kingdom of Saudi Arabia. SASO have developed their own electronic certification system called SABER.
The SABER system will become mandatory as of 1 July 2018. Importers must now initiate the certification request for regulated products they intend to import by accessing SABER, registering their regulated products and choosing one of SASO approved certification bodies. TÜV AUSTRIA Group has been approved and authorized as a Certification Body (CB) by SASO for issuing Conformity Certificates.
In order to issue these conformity certificates to the importers, The TÜV AUSTRIA team will check and inspect customers’ products to ensure that it meets the Saudi standards, technical regulations, safety and quality requirements.
