Solution: European Union Fertilizer Products Regulation: 2019/1009
From July 16, 2022, Regulation (EU) 2019/1009 for Fertilizing Products (Fertilizing Products Regulation – FPR) has been implemented. The Regulation establishes rules regarding the placing of EU fertilizing products on the market, amends Regulations (EC) no. 1069/2009 and (EC) no. 1107/2009 and repeals Regulation (EC) no. 2003/2003. It also introduces rules and conditions for affixing the CE marking to an EU fertilizing product.
New Regulation (FPR)
The new Regulation (FPR) establishes a common legal framework for fertilizing products in the form of a ‘conformity assessment’ mechanism, fundamentally changing product labelling requirements and the way in which fertilizing products are CE-marked.
Producers, importers, authorized representatives and distributors of fertilizing products may market CE-marked fertilizing products such as organic fertilizers, organo-inorganic fertilizers, growing media or bio stimulants within the EU, provided they comply with the requirements of the new legislation.
Certification Process
- To certify an EU Fertilizing Product, the following steps must be followed:
- Submission of the Certification Application to TÜV AUSTRIA
- Review of the application data and submission of an economic and technical offer
- Planning and carrying out of the assessment
- Certification of products after successful completion of the assessment
- Upon completion of certification, continued compliance monitoring through surveillance
- Assessment (where required) on an annual basis
